      传统的水库调度以兴利和除害为主要目的,而基于3E决策的水库调度则实现了水库经济、社会和生态的多目标优化调度。首先采用逐月最小和频率计算方法计算最小生态流量和适宜生态流量,选定适宜于崆峒水库的生态流量;然后建立3E模型,采用二元比较模糊决策分析方法确定各个目标的不同权重,将多目标单一化;最后采用粒子群算法对模型进行求解。求解结果表明:使水库供水效益最大的供水量为4 622×104 m3,其中农业总供水量3 630×104 m3,工业和生活总供水量992×104 m3,而维持生态基流的生态用水量为2 311×104 m3。这可为水库的后期调度提供决策依据,也为水库的供水矛盾体提出了加强水利改革的建议。
英文摘要:
      The traditional reservoir operation mainly meet the demand of water supply and flood control, while the purpose of the reservoir operation based on 3E decision realized economically, socially and ecologically multi-objective reservoir optimal operation achieving . First, the monthly minimum and frequency calculation methods were used to calculate the minimum and the optimal ecological flows, and the best ecological flow suitable for Kongtong reservoir was selected; then, a 3E model was established, the weights of different goals were determined using the binary comparison of fuzzy decision analysis method to simplify multi-objectives; Finally, the model was solved using the particle swarm optimization algorithm. The results showed that: the reservoir water supply which had the maximum benefit was 46.22 million m3, of which the agricultural total water supply was 36.3 million m3, total industrial and domestic water supply was 9.92 million m3, while the ecological water utilization for maintaining ecological base flow was 23.11 million m3. This not only provides the basis for decision of the reservoir in the future operation, but also propses suggestions of strengthen water conservancy for solving the contradiction of water reservoir.
