                 Abstract:Theheteroscedasticityofwatershedhydrologicalseriescausedbyclimatechangeandhighin
                 tensityhumanactivitieshasdestroyedthepreconditionofBox-JekinsARMAmodel.Inviewofthis,the
                 mainresearchcontentsandapproacheswereproposedbasedonthedomesticandforeignresearchprogress
                 andcurrentmajorscientificproblems.Theobservedseriesoffinance ,economicsandsignalprocessing
                 aresimilartotheheteroscedasticityfluctuationcharacteristicsofhydrologicalnonstationaryseriesinthe
                 changingenvironmentofwatershed ,andmanysuccessfulcaseshavebeenobtainedintheseareas.So,it
                 maybefeasibletoapplytheheteroskedasticityprinciplesandmethodsofthesefieldstothestochastic
                 modelingofhydrologicalnonstationaryseries.Also ,itisapracticalmodelingapproachcomparedwith
                 thedistributedhydrologicalmodels.Someideasproposedinthispaperareexpectedtoshedsomelighton
                 theaccuratedescriptionofthechanginglawofhydrologicalelementsinthechangingenvironment ,andto
                 provideabasisfortheplanning ,designandscientificmanagementofwaterrelatedprojects,aswellas
                 droughtriskregulationandcontrol.
