Abstract:Accurateriskassessmentofwaterresourcesconflictsandpredictionofrisksituationarevitalto
thepreventionofwaterresourcesconflictsintheupperreachesoftheZhangheRiverandthesafeguarding
ofregionalwatersecurity.Basedonthefivedimensionsofwatervolume ,wateruseefficiency,water
quality,ecologicalenvironmentandsocioeconomy,ariskassessmentandsituationanalysisframeworkof
waterresourcesconflictswasconstructedandamodelwasestablishedusingentropymethodandsetpair
analysisbasedonsubtractionsetpairpotential.Thenthemodelwasusedtoevaluatetheriskofwaterre
sourcesconflictsintheupperreachesoftheZhangheRiverduringtheperiodof2011-2020.Additional
ly ,theriskdevelopmenttrendwasanalyzedbyfiveelementsubtractionsetpairpotential.Theresults
showthattherisklevelofwaterresourcesconflictsintheupperreachesoftheZhangheRiverislowand
showsadownwardtrend.Therisklevelofwaterresourcesconflictsinthethreeprovincesfromhighto
lowisShanxiProvince,HebeiProvinceandHenanProvince.Fromtheperspectiveoffivedimensionsof
waterresourcesconflicts ,HebeiProvinceneedstofocusontheconflictriskcausedbywatervolumeand
wateruseefficiency ;theoverallsituationinHenanProvinceisgood,whereasShanxiProvinceshouldfo
cusontheconflictriskscausedbywatervolume ,waterqualityandsocioeconomy.Theresearchresults
areofgreatpracticalsignificanceinalleviatingwateraffairdisputes ,maintainingregionalstabilityandre
