                 Abstract:InthedevelopmentofYangtzeRiverProtectionProject,projectconstructionandurbanopera
                 tionareintertwined,soaretheinterestpartiesoftheenterprise,governmentandsociety.Theexisting
                 strategyselectionresearchescanhardlyreflectthesynergeticrelationshipofallpartiesaccurately ,be
                 causetheimpactofthesocietyontheconstructionisoverlooked.Aimingatthisproblem,basedonthe
                 evolutionarygametheoryandreplicationdynamicmethod ,anevolutionarygamemodeloftheenterprise,
                 governmentandsocietyisconstructed,andtheinfluenceofthesynergeticcostandsynergeticeffecton
                 thesynergeticstrategyselectionisanalyzedcombinedwiththesimulationcalculation.Theresultsshow
                 thatthestrategicchoicesoftheenterprise ,governmentandsocietyarerelevant,andonlywhenthesyner
                 geticstrategiesofallpartiesareconsistentcantheyremainstable ;thechoiceofsynergeticstrategiesof
                 thethreepartiesisaffectedbythesynergeticcostandsynergeticeffect,thelowerthesynergeticcostand
                 thestrongerthesynergeticeffect,thegreaterthebenefitdifferencebetweentwostrategies,andtheeasier
                 itisforthesystemtoevolveintoapositivestrategy;theincreaseofthesynergeticeffectoftheenterprise
                 andgovernmentonthesocietywillleadtothedecreaseofthebenefitdifferenceofdifferentstrategic
                 choicesoftheenterpriseandgovernment ,whichinturnwillslowdowntheconvergencespeed.
