      微咸水作为一种非常规水资源,其有效利用可以显著缓解水资源的供需矛盾。探究微咸水资源利用效率对于实现水资源的可持续利用、促进经济社会发展和保护生态环境具有重要意义。基于超效率SBM模型和Malmquist生产率指数,将微咸水在农业、工业和生活中的用水量以及微咸水单方水成本作为投入指标,微咸水替代淡水的占比、微咸水灌溉作物产量变化、农业灌溉面积增加值以及微咸水工业增加值作为产出指标,通过静态和动态两个方面的测度分析,对2012—2022年间河北省微咸水资源的利用效率进行了全面评估。结果表明:2012—2022年间,河北省微咸水资源的整体利用效率平均值为0.575,效率较高的微咸水利用地区主要集中在中部和东北部的沧州市和邢台市,其中,黄骅市的综合效率最高,而永清县的综合效率最低;近年来,河北省微咸水资源利用的全要素生产率指数为1.115,整体呈波动上升趋势,其中技术进步对其影响较大,而效率变动的驱动作用次之。尽管河北省微咸水资源的整体利用效率较低,但仍存在显著的提升空间和潜力。此外,技术进步在提高微咸水资源利用效率方面发挥了重要作用,未来需持续增强河北省在微咸水利用领域的科技创新与研发投入,并优化资源配置,以进一步提升全要素生产率。

      Brackish water is an unconventional water resources, and its effective utilization can significantly alleviate the contradiction between supply and demand of water resources. Exploring the utilization efficiency of brackish water resources is of great significance for realizing sustainable utilization of water resources, promoting economic and social development, as well as protecting ecological environment. Based on the super efficiency SBM model and Malmquist productivity index, we measured and analyzed the utilization efficiency of brackish water resources in Hebei Province from 2012 to 2022 from static and dynamic aspects. Brackish water consumption for agricultural, industrial and domestic use, and brackish water cost per cubic meter were selected as input indices, the proportion of brackish water substituting fresh water, the change of crop yield under brackish water irrigation, the added value of agricultural irrigated area, and the added value of brackish water industry were used as output indices. The results show that the average utilization efficiency of brackish water resources in Hebei Province during 2012-2022 is 0.575, and the most efficient utilization areas of brackish water resources are mainly concentrated in Cangzhou City and Xingtai City in central and northeast Hebei. Among them, Huanghua City has the highest comprehensive efficiency, while Yongqing County has the lowest. In recent years, the total factor productivity index (TFP) of brackish water resources utilization in Hebei Province is 1.115, which shows an upward trend with fluctuations. Technological progress is the dominant driving factor, followed by efficiency change. Although the overall utilization efficiency of brackish water resources in Hebei Province is low, there is still significant room and potential for improvement. In addition, technological progress has played an important role in improving the utilization efficiency of brackish water resources. In the future, it is necessary to continuously increase the investment in scientific and technological innovation, research and development in the field of brackish water utilization in Hebei Province, and optimize resource allocation, so as to further improve the total factor productivity.
