      京津冀协同发展战略及河北省沿海地区发展规划的提出,促进了环渤海经济圈的发展,沧州渤海新区地处环渤海经济圈的核心地带,城市化进程不断加快,使得水资源需求变大,加重了水资源短缺的形势。本文通过分析、统计新区的气象、水量及规划数据,计算了沧州渤海新区的供需水量。结果表明:到2020年需水量约为4.03×108 m3/a,预期可供水约3.27×108 m3/a,水资源缺口近7600×108 m3/a。运用ENVI软件解译黄骅海域的遥感影像,预期新区可开采海冰量约为1.76×108 m3,供水约为8 800×108 m3/a。因此,沧州渤海新区的海冰储量可观、淡化成本低、水质好,淡化水可替代生态及部分工业用水,海冰资源的开发利用的前景广阔,可行性高。在新区内尝试开发利用海冰资源不仅可以减轻灾害损失,缓解水资源短缺问题,还为我国其他饱受海冰灾害影响的沿海地区提供参考和指导。
英文摘要:
      The proposal of coordinated development strategy of Beijing,Tianjin and Hebei,and the development of the coastal areas of Hebei Province promoted the development of economic circle around the Bohai sea.The Cangzhou Bohai new district locates in the heart of Bohai economic circle, with the accelerating process of urbanization in the new district, the demand for water resources increases,which aggravated the shortage of water resources.This paper calculated the water supply and demand of Cangzhou Bohai new district with meteorology, water and planning data .The results showed the water demand of the new district is about 403 million m3 per year while the water supply is expected to be approximately 327 million m3 per year, and the water gap is nearly 760 billion m3 per year.By means of remote sensing interpretation, this paper estimated that the sea ice resources exploitation in the new district is expected to be approximately 176 million m3 per year, it can provide water of about 880 billion m3 per year.So the sea ice reserve is enormous. The cost of desalination of sea ice is low, and the water quality is good which can replace part of ecological and industrial water to reduce disaster losses of the new district.The reserve can also alleviate the shortage of water resources and provide reference for the other coastal areas which suffer from sea ice disaster.
