On the basis of the current situation of economic society development and ecological environmental protection and the analysis of principal factors for water demand, aimed at water resources characteristics of the Haihe River Basin ,the paper established the index system of water resources demand rationality evaluation from the 4 rationality terms of development and utilization, public perception, industry efficiency, and ecological civilization. The rational evaluation model of water resources demand in Haihe River basin was set up based on APH. Water demand rationality of 2010 was evaluated by the model, and the recent dominant factor influencing the rationality was identified, witch provides support for the rational development layout of the basin. The result shows that the model reflects the dominant factor of water demand, and the evaluation result reflects the fact of the basin for water demand.
