分析了南水西调战略计划搁置15年的原因,认为现如今该战略正面临着一个大的发展机遇。一方面在技术上找到了南水北调西线120亿m3冲沙水的替代方案——利用人工加压液化输沙技术下降黄河悬河,解决了与西线工程用水的矛盾,为南水西调提供水资源条件;另一方面随着国家西部开发战略的深入推进和内地省区对口支援新疆政策的启动,南水西调战略已具备天时、地利、人和的条件。

The paper analysed the reasons that the strategy of south to west water transfer has delayed for 15 years and thought that the strategy is facing a chance of great development nowadays.On the one hand,we have found the technical replacement scheme for the west line of 12 billions m3 of water to flush the sand by using the technique of artifical pressure to liquefy solum,to solve the contradictory of water using with west line,and provided the condition of water resources for the south to west water transfer...
