Abstract:Inordertofurtherenhancethewateruseefficiency(WUE),fourWUEindicatorsaswellas
thedataenvelopmentanalysis (DEA)modelandMalmquistindexwerecombinedtoevaluatetheWUE
of16citiesinShandongProvinceduring2011-2020.TheresultsshowedthattheWUEinShandong
ProvincewasoverallhigherthanthatofChina ,butitsdevelopmentwasunbalancedindifferentcitiesof
theprovince.Theagricultural,industrialandcomprehensivewateruselevelsinJiaodongPeninsulawere
thehighestamongShandongProvince(especiallyTsingtaoCity),followedbycentralShandongProv
ince ,thensouthernShandongProvince,andnorthwesternShandongProvincerankedlowest(especially
BinzhouandLiaochengcities ).TheDEAwaseffectivefor8cities(Jinan,Tsingtao,Zibo,Yantai,Ji
ning,Weihai,RizhaoandHeze)intermsofscaleandtechnology;whereastheother8citiescouldnot
achievetheDEAeffectiveness,amongwhichLiaochengCityhadthelowestWUEoverthewholeprov
ince.Furthermore,thetotalfactorproductivity(TFP)changeindexofShandongProvincehasincreased
