                 Abstract:Urbanrainwaterstoragetanksareoneofthemajorengineeringmeasurestakentosolveurban
                 waterloggingandimprovethecapacityofdrainagesystem;howevertheexistingoperationalrulesforregu
                 latingstoragetanksmostlyfocusedonsingletankoperations.Inviewofthis ,thisstudyadoptsamodel
                 basedonthecouplingoftwodimensionalhydrodynamicsandonedimensionalpipelinenetworkstoaccu
                 ratelysimulateurbanstormwaterprocessesandcalculatethetotalamountofsurfacewateraccumulation.
                 Subsequently ,theorthogonalexperimentmethodisusedtoformulateanoptimaloperationschemefor
                 storagetanksintheregion ,aimingatminimizingthetotalamountofsurfacewateraccumulation.Then
                 theproposedmodelisappliedtothecasestudyofXiaozhaiareaofXi ’anCity,adoptingdesignrainfall
                 withthefrequenciesof30,50,and100yearsforthestudyoftheoptimaloperationschemeforthestorage
                 tanksinthisarea.Theresultsshowedthattheoptimizedoperationrulesofthestoragetanksincreasedthe
                 totalreductionrateofsurfacewateraccumulationby12.93%,8.72%,and9.74% underdifferentde
                 signrainfallscenarios ,indicatingthatthestoragetankscanprovidebettercomprehensivebenefitsofflood
                 controlanddrainageundertheoptimizedoperationrules.Storagetankshaveabetteroptimizationandre
                 ductioneffectonrainfallwithasmallerreturnperiod ,buttheoptimizationschemestillneedsfurtherre
                 searchduetocertainlimitationsoforthogonalexperiments.
