                 Abstract:TenKongduiregionintheInnerMongoliasectionoftheYellowRiverBasinisfacingtheshort
                 ageofwaterresourcescausedbytheoverexploitationofgroundwaterandthepredicamentof “foodanden
                 ergycompetingforwater”.Inviewofthisproblem,themultidimensionalwaterresourcescarryingca
                 pacityevaluationframeworkof “quantity-quality-domain-flow”wasconstructed,andtheevaluation
                 indicatorswereweightedsubjectivelyandobjectivelyusinganalytichierarchyprocessandentropyweight
                 method.ThentheTOPSISmodelwasusedtocarryoutthemultidimensionalcomprehensiveanalysisof
                 theregionalwaterresourcescarryingcapacity.Theresultsshowthatthecomprehensivecarryingcapacity
                 ofwaterresourcesinthestudyareashowedanupwardtrendfrom2000to2020 ,buttheoverallcarrying
                 capacitywasinacriticalcarryingstate;waterresourcesdimensioncarryingcapacityisrankedasfollows:
                 quantity>flow>quality>domain,andwaterresourcessubsystemcarryingcapacityisrankedasfollows:
                 waterusepattern>carrier>carryingobject.Overall,therigidconstraintsofthe“threeredlines”ofthe
                 country ’smoststringentwaterresourcesmanagementsystemandthefullimplementationoftheriverand
