Abstract:TakingtheHuangleHydropowerStationintheHuangshuiRiverBasinasanexample,thesuit
ableecologicalflowandecologicalbaseflowoftheriverchannelwerecalculatedbasedonthenaturalwa
terflowparadigm.Withecologicalflowasthemainconstraint,asynergisticoptimizationmodelofecolog
icalprotectionandpowergenerationforsmallhydropowerstationsofrunoffdiversiontypewasestab
lished ,andtheParetosolutionofwaterdiversionpowergenerationflowwasobtainedusingNSGA- Ⅱ.
Theresearchhashighinstructivevaluesfortheecologicaldispatchandoperationmanagementofrunoff
diversiontypesmallhydropowerstations.Theresultsshowthattheabruptchangepointoftheannualrun
offtimeseriesofXiningHydrologicalStationis2000diagnosedbysliding ttest,andtheaveragenatural

runoffis41.3m /sfrom1956to2000accordingtothecalculation.Thedistributionratiosofthesuitable
ecologicalflowinthelowflowperiod ,levelwaterperiodandhighflowperiodare0.60,0.41and0.42,
respectively,andtheecologicalflowhasreachedthe“excellent”standard.The“general”standardof
Tennantmethodisrecommendedforthedeterminationoftheecologicalbaseflow ,accordingtowhichthe

ecologicalbaseflowis4.13m /sinnonfloodseasonand12.4m /sinfloodseason.Theannualpower
