Abstract:Thehighqualitydevelopmentofwaterconservancyistheconcreteembodimentofthemoderni
zationofwaterconservancyintheneweraofChina,anditisalsoofgreatsignificancetothepromotionof
thehighqualitydevelopmentofnationaleconomy.Accordingtotheinterpretationoftheconceptandcon
notationofhighqualitydevelopmentofwaterconservancy ,thediscriminantcriteriaareformulatedfrom
fiveaspects:guaranteeingwatersecuritywithhighstandards,supportingeconomicdevelopmentefficient
ly ,satisfyingpeople’shappinesshighly,maintainingecologicalhealthhighly,andpromotingwatercul
turewithhighrequirements.Basedontheconcept,connotationandcriteria,theevaluationindexsystem
ofhighqualitydevelopmentofwaterconservancyisconstructedaccordingtothethreelayerstructureof
“target-criterion-index”,andthe“highqualitydevelopmentindexofwaterconservancy”(HQDI)is
introducedtoquantitativelycharacterizethestateofhighqualitydevelopmentofwaterconservancy.Fi
nally ,theevaluationsystemisappliedtothestudyof31provincialadministrativeregionsinthemainland
ofChina.Theresultsshowthatthehighqualitydevelopmentindexofwaterconservancyinmostregions
isatahighlevel ,whereasthatinthenorthwestareasisrelativelyunderdeveloped,andthatincoastalar
easishigherthanthatininlandareasasawhole.
