                 Abstract:Wateristhebasic,predominentandcontrollingelementofeconomicandsocialdevelopment.
                 Thebearingspaceofwaterdeterminesthescopeofeconomicandsocialdevelopment,andtheshortage
                 andunbalancedspatialdistributionofwaterresourcesaretheprominentcontradictionsinnorthernChina.
                 Basedontheconventionalwaterresourcesallocation ,andtheobjectivefunctionandconstraintsofspatial
                 equilibrium,theideaof“spatialequilibrium”watercontrolwasintroducedtoconstructadoublelayer
                 multiobjectiveallocationmodelofwaterresourceswithspatialequilibrium,economy,societyandecolog
                 icalenvironmentastheobjectivefunctionsandspatialequilibrium ,availablewatersupplyandpositive
                 variablesastheconstraints,andthentheimprovedgeneticalgorithmwasadoptedtosolvethemodel.The
                 applicationofthismodeltotheresearchoftherationalallocationofwaterresourcesinHorqinDistrict,
                 TongliaoCity,InnerMongoliashowthatthespatialequilibriumlevelofwaterresourcesintheplanning
                 yearissignificantlyimproved,theoverallspatialequilibriumdegreeofwaterresourceswillincreasefrom
                0.40inthecurrentyearto0.71in2025 ,andthespatialequilibriumlevelwillreachthequasibalanced
                 level.In2030 ,theoverallspatialequilibrium degreeofwaterresourceswillcontinuetoincreaseto
                0.83 ,reachingthebasicequilibrium level.Theresearchresultsenrichedtheapproachesofwaterre
